Adapters change the plug prongs to fit the walls. Converters fix any of the problems with the voltage or hertz. Both are small items, and usually sold close together. When I was back in the states, I bought mine at Radio Shack, but they'd have them at similar stores. I know you can buy them at the Apple store, too. You should be fine with a dual voltage hair dryer with just an adapter. I have a regular, shitty, American hair dryer that I've used here for the last 8 months, and as long as I have it on the converter, it's all cool.
Things like laptops are also usually good with just an adapter, because that's why they have that little boxy charger cable, to filter how much energy is going into the computer at once.
